broadcast center, this is abc7 news. >> now at 11:00, a break in a bay area cold case 30 years after a young boy was kidnapped and held for ransom, his family finally has answers tonight. good evening. i'm dan ashley. >> i'm ama daetz. clark toshero honda was abducted in august of 1984 and never seen again. today police uh fonsed an arrest. announced an arrest. >> and his father is reacting to this long overdue development. leslie brinkley is live in fairfield. leslie? >> reporter: the little boy was killed years ago. fairfield police say the man who kidnapped and killed him is actually already in state
prison and they plan to transfer him here and arraign him in court next week. quite a dramatic turn of events. 3-year-old clark tasheiro honda was abducted from his home in fairfield in 1984. there was a ransom note, but the kidnapper never showed up. toe -- tosheiro was never seen again. a cold case. >> in my head this is not going to turn out well, but your heart always thinks and hoping it turns out well. >> and now? >> well, if the police are right, obviously there is no hope now. >> the suspect, a family friend, was only 23 at the time of the kidnapping and he is now serving time in state prison for other child molestation cases. the police are working with the fbi and finally cracked the case this week. >> we believe we can prove first degree murder as murder in the commission of a
kidnapping and kidnapping for ransom. we filed that today. >> frequently in cold cases there is additional evidence. >> to be able to come up with leads and solve something from 1984 is huge. our goal is not to offer as much justice to the family. >> the arrest is not as much confidence to his father. >> i either want him alive or his remains. >> the investigation is far from over. in fairfield, leslie brinkley, abc7 news. and we have new details about the killing of a san jose couple. investigators say they are actively looking for one of the couple's sons hoping he can offer new information. they were found dead on sunday as we have been reporting. the couple has two sons who live at their home on lucas court. one is 17 and has talked with police and the other is in his early 20s and not been seen since is the bodies were found. as we first reported last night, a source told abc7 news

when i had to read them again. and i apologize to the public. we are better than this. >> he says everyone in the department will undergo bias training by the end of the year. that texting scandal combined with recent police shootings in san francisco lead a group of a hundred protesters should shutdown a community meeting. new at 11:00, katie is live in the city's mission district with the story. >> right now there are a handful of demonstrators in front of the mission. they joined five people on a hopinger strike. on a hunger strike. earlier there were more than a hundred people here looking to send a message to police. >> we have a megaphone for you and you are more than welcome to speak with us and we can have a conversation. >> a demonstrator made a demand that the meeting be moved outside so more people can participate and the answer
was no. >> the meeting ended and the protest moved back outside. a small group has been on a hunger strike for nearly a week. >> it is indefinite. there is no time. i will be out there for as long as my body will allow me to be out there. >> they want the police chief fired over deadly police shootings. >> i i don't have any plans to resign. i plan to move the department forward. >> the chief also said the hunger strykers will be left alone unless the situation is a health issue. officers did not interfere with the protests even when the group moved into the intersection at valencia and 17th blocking traffic for nearly an hour. in san francisco, abc7 news. >> well, today steve kerr was

sky 7hd was near lake merced as police responded to the crash. the emergency crews took one person to the hospital and there is no word on what caused the accident. there is a bit of uncertainty for the fleet of the future for testing of the new train carses on hold. it is suspended until bart can figure out what caused this crash. bart hopes to have more answers by the end of the week. the car over shot the end of a test track. the car wasn't damaged. several water agencieses are considering changing or lifting the use. it has some people worried especially drought conscious water consume ares. alicia amin gulezian is live where some believe it could be too much change too soon. >> that is very true. santa clara has one of the highest water restrictions around. it is 30%.
the staff recommended cutting the number by half. the days of freely watering your lawn or hosing down your sidewalk are gone due to restrictions. the water agencies were asked to loosen things up a bit. the santa clara valley water staff suggested reducing conservation from 30 to 15%. many in the awed -- many in the audience think it is too soon for that. >> it feels good to relax your restrictions and it is a slippery slope. >> the board agreed. it is good to save because we don't know what next year brings. it could be the first of several more dry years. >> the east bay mud board agreed to do away with the controversial program that fined water wasters. contra costa water and santa clara valley water district want to wait until a statewide report is issued before changing and lowering the restrictions.

beginning tomorrow morning. that's when the showers will arrive. chance of isolated thunder and a warming trend getting underway later this week. we bring in our storm impact scale and we have been using this since last winter to track the storms. we continue it through spring rating these storms to help you prepare and plan. one is light and five is severe. one for tomorrow is a one. it is expected to bring scattered showers and breezy conditions and as i mentioned there is a possibility we may see an isolated thunderstorm or two in the afternoon. here is your hour by hour time line. 4:00 a.m. a few showers are developing if you are an early commuter. spotty in nature for the showers. watch what happens as we head toward the latter part of the morning. 8:00 a.m. spotty showers around parts of the bay area. the roads start to turn slick. at answer tk a.m. more activity. noontime the showers are still going, but they will not be as widespread. most of those will be shifting
off to the east, and then we bring in a little pop of yellow. that is a possibility of moderate shower activity for evening commute and then the showers will be pretty much winding down by wednesday night at around 8:00 p.m. rainfall totals, some of you are not going to measure at all. some spots are going to look at zero. other areas are a few hundredths of an inch. this is not going to be a strong storm. it is enough to dampen parts of the morning commute and then heading into the afternoon it will snow in the see yir raw. the snow will be 6500 feet. you notice the snow showers will continue mixing in with rain and heading into the afternoon. we are only expecting a few inches of snow into the evening hours. tomorrow morning looking at temperatures in the mid40s to the low 50s. spotty showers for the morning commute. then for the afternoon you are going to be seeing a few scattered showers and a possibility of thunder with small hale. it will be breezy and cooler as well. upper 50s to the low 70s. 60 sech san -- 67 san jose and
61 in san francisco and 68 santa rosa and 65 in vallejo. if you are going to the giants game against the padres, it is a day game at at&t park. it will be breezy and mostly chowedy. temperatures in the low 60s. keeping in a chance of a shower. if i were you i would make sure you pack a rain coat just in case. the accu-weather seven-day forecast is, one on the impact storm scale. there will be scattered showers and then we will go with a dry forecast. it begins to warm up on thursday and it really starts to warm over the weekend when we see low 90s and mid70ss coast side. mike nicco will be tracking the showers with live doppler 7hd so you can follow him. >> stay with us.
